I would refer to this as a poor picture of Chicago’s Hancock Building taken from a cool looking vantage point.
This structure is just South of the Lincoln Park Zoo. I suppose it’s something of a shelter and you could have a picnic in there or whatnot (there are no existing tables, chairs or benches) but in reality I’ve never seen it used for anything.
